Students in BLOCK "A"  discussed their explication of McCulloch v. Maryland (1819) and then handed it in. Next, they downloaded two documents for the the Congress Unit (reapportionment doc AND Congress Class Discussion doc), and started a class discussion on the Congress (its powers, procedures, and its role in the legislative process).
